Revive Alaska Community Services is seeking proposals from qualified vendors to provide new (security) fencing, two automatic opening/electronic gates with underground sensors, and the installation of an access control system.
This document serves to notify potential contractors that this project falls under a Federal financial assistance award, grant Award #: EMW-2024-UA-05182. Project Description: Installation of Wrought-Iron Fencing and Electronic Gates
Revive Alaska Community Services (RACS) has been awarded a federal grant for physical security enhancement measures. As a condition of the grant, RACS must undergo a competitive bidding process to ensure transparency and compliance. We are therefore seeking qualified contractors to submit bids or proposals for the purchase and installation of 1,100 feet of wrought-iron fencing and related features around the perimeter of our 1.7-acre property.
Scope of Work
The project includes the following elements:

Wrought-Iron Fencing:
-
Installation of approximately 1,100 linear feet of durable wrought-iron fencing.

Fence height and design should meet both security and aesthetic requirements for a perimeter barrier.

Secured Walk-Through Gate:
-
Design and installation of a secured pedestrian gate to allow walk-in access in case of electronic gate failure.
-
The gate should include appropriate locking mechanisms to ensure security.

Two Electronic Driveway Entry Gates:
-
Purchase and installation of two electronic gates to provide vehicular access.
-
Gates should be equipped with underground sensors and open/close mechanisms.
-
Contractors should provide recommendations on gate style (including sliding or swinging inward/outward) with consideration of snow buildup during winter months.

Electrical Installation for Gates:
-
Full electrical installation to support the operation of the electronic gates and sensors.
-
Compliance with local electrical codes and standards is required.

If your company is unable to provide the electrical installation for the electronic gates, please clearly indicate this in your proposal; this will not be held against you but will need to be taken into consideration to account for any additional costs.

Access Control System with Intercom:
-
Installation of an access control system for the gates, including a video/voice intercom for one electronic gate. The access control system will be procured separately, but installation (if possible) should be included in the bid.

Existing Conditions
-
The property is currently enclosed by chain-link fencing, which will be removed prior to the commencement of this project.

The terrain is relatively flat, but contractors are encouraged to inspect the site for any features or conditions that may impact the installation process.
Site Visit and Winter Work Considerations

Contractors are encouraged to schedule a site visit to take precise measurements, assess the layout of the land, and gather necessary details for preparing their proposal. Site tours are available Monday through Friday, 10:00 AM to 5:00 PM, from January 2, 2026, to January 30, 2026. Please schedule your visit in advance by contacting us at info@revivealaska.org.

Please indicate in your bid whether your team can conduct installation work during the winter months and outline any potential weather-related adjustments to the project timeline.

Public Notice – Addendum No. 1 (Updated Scope and Budget)

This Addendum modifies and clarifies the previously issued Public Notice for the Request for Proposals (RFP) for the above-referenced project. This Addendum shall be considered part of the public solicitation and is binding on all proposers.

Scope Clarification
The project is a turnkey perimeter security enhancement and includes the purchase and installation of the following components:

Security fencing, including gate structures;
-
Electronic/automated gates, including sensors and safety devices; and
-
Access control system with intercom, including all associated hardware, software, cabling, and system integration necessary for full operation.
Budget and Cost Proposal Requirements
The total cost available for this project is $100,750.00.
Proposers are required to submit a detailed, itemized cost proposal in which each of the project components listed above (Items 1, 2, and 3) is presented as its own separate budget line item. Each line item must be clearly identified and subtotaled.
The combined total of all line items shall not exceed $100,750.00. Cost proposals will be reviewed for allowability and reasonableness in accordance with 2 CFR Part 200 and DHS/FEMA NSGP requirements.
All other terms and conditions of the original Public Notice and RFP remain unchanged unless specifically modified by this Addendum.
